When you sign up for SMO you automatically get one free user account for life. This user account can manage a total of 30 jobs/transactions per month. Your monthly period begins the day that you start your SMO account and ends 30 days later. At the top of each page in SMO you will see the banner below:

When a new monthly period begins, your "jobs remaining" total will replenish to 30 jobs.

If you need to manage more than 30 jobs per month you will need to subscribe for $20 per month for unlimited jobs for your user account. When you need more users for SMO each additional user account is $20 per month.
